As for brand I usually go with ASUS for laptop since their after service is quiet good at least at my country..
no not set budget. was looking for adequate specs for games in todays time. i am using asus as well and works great. but its from 2020 year. it is functioning absolutely well but i feel like its slow for games

This is my laptop currently... I think its quiet decent as I can play any triple AAA game just fine.. Not as expensive as 4090 but just enough to be able to play any game relatively well..
Tekken 8 works well
I also played returnal, death stranding, plague tale requiem, and remnant II and all work smoothly...
just get a regular one

Unless you have objective evidence for that I call bull.. I played with laptop just fine and green all the time...
External cooling doesn't really help as modern gaming laptop will do a better job at regulating their own air flow... it would be better if you decrease your ambient temperature instead...
With that being said, tower in comparison is definitely a better investment long term if one doesn't really care about portability.
