He's not a launcher character.... he's a "pester the enemy with unending save pokes" character
People only want to launch and make long combos. I hope Tekken will continue to give us different styles to fight.

I'd put her in the same tier, maybe at the top or slightly, -slightly- higher. I think she needs some help as well, tbh.
Leroy goes at the bottom, and Steve is probably above him.
I don't think that he is S Tier, but I wouldn't call him terrible either.
I don't even play him myself, but i've fought him enough to agree with the responses above.
I like playing as him but I hate I can't do cool shxt like everyone else you feel me.
