Ever heard the expression "A miss is as good as a mile"? The point is that if the most blatant rule breaks can go on for almost a decade without issue despite thousands of reports, anyone can do whatever they want.

Sure they are. Outfit mods are client side so only you are going to see them during an online match. Even if they are strictly used for offline purposes that's fine too. I've used them for quite sometime and everything is cool.

I've seen people doing it, and I did it in street fighter too. It's not "allowed" per say, but I've never seen anyone get in trouble for it.

some modded skins make it easier to saa sertain animations and stuff wich is why its not allowed. clearest example is league of legends banning modded skins for that reason.
