WIth that said if you can get stable 60 at minimum settings it should be perfectly playable(if you don't mind blurry graphics).
If you only plan to play offline you could play below 60 fps if you don't mind it being slow, but then you're missing basically most of the game.

The game is very good optmized and pretty much every computer of the last 10 years should be able to play it.
If it's even older it could be difficult, probably you have to lower resolution to 720p then.
Online play is something you should do only with stable 60 fps.
Not just for your own experience, also for the others.
For very old systems you should also try to close as many backround programs as possible, this includes even lightweight stuff like whatsapp or spotify.
