These are called square brackets.

Aka: additional inputs you could do/just extra info in general.

2, 3 [4, 4] means you need to press the stuff in brackets fast, but not at the same time.

Using Jack-8's Dark Greeting as an example, it means you push the d-pad/stick towards the opponent and then in quick succession push B and then X on an Xbox controller or Circle and then Square on Playstation. If you go into practice mode and then watch the move being done, you will see the inputs play out in the window above the characters.
