Bandai namco would have to add an indian character if they added a Pakistani one, it's not worth the hassle. On top of Pakistan and India both have dozens different cultures and ethnicities in them, they also want to drop nuclear bombs on each other, so it's easier to pretend they don't even exist.

They have representation from the greater asia region, Fahkumram from Thailand and Josie from the Philiphines, both regions known for kickboxing and muay thai, also knife fighting. perhaps the issue is a creative one, what fighting style would a Pakistani fighter have?
