BS, the human eye doesn't see in ''fps'', it sees at the speed of light a continuous stream of light. Contrary to a screen, reality is not a continuous set of still frames. And no you can't unlock ''more fps'' in a fighting game, fps being the singular currency of time and action in the game.
Game logic is not tied to FPS.
