Some people just turn the graphics up too high. Others it could be a bug, I know that on my machine Ortiz farm will sometimes dip to 40fps and play in slow motion regardless of video settings. My machine is plenty capable of running the game near ultra.

yeah sometimes matches are just instantly 2-3 delay frames, instant 3-4 rollback frames and permanently 25 fps because of peoples rigs screaming at this game its really disheartening
