I'm not sure. There are "other bug fixes" listed in the patch notes, so they could have just fixed it and not explicitly mentioned it in the patch notes, or they just didn't fix it.
Pretty sure they would have mentioned it along with the other tweaks for characters as it is character specific update.
Also no mention of shader compilation errors being fixed! big yikes!
They'll adjust balance slowly over time. It's much better to do 10 small nerfs than 1 huge nerf and completely ruin a character.
Labbing in practice mode, they feel easier to break now to me.
Most games need it, they just don't get it.
People say they prefer buffs but then cry that the damage is too high and too mashing friendly.
