lol I’m gonna try a rising move like you said in your previous comment. I feel so dumb for not this realizing until minutes after posting this.

so if they commit to a one two, instead of just one jab you can block and it's your turn
if they do a high high string that is slower than jab, duck and while rising uppercut
I dont recommend ducking for just 1 jab they will recover and block
in this situation, better to do a low move that avoids high (it will duck the jab and may counter hit their jab attempt; only do if you know it is coming)

also aggression is the main theme here, so itll be even more effective

Best against jab happy opponents are high crush moves but be careful not to overused it or become predictable as they will launch you with df2 etc.
Ducking into a rising attack counters them.
Everyone has armor attacks that destroy jab spammers too.
Sidestep, duck, down jab for plus frames, parry, high crushing move, or power crush.
