ff2 isn't low reward. On hit you get a guaranteed SEN 3 heat engager, and going into sentai on block you're +2 which means they can't contest SEN 3, jabs will trade and that's in your favor. If they're blocking it, you're +1 so it's still your turn, or once you've established the threat of SEN 3 you can attempt to mix them with with SEN throw or SEN 3+4 if you'd rather do that. If they start ducking then you can try to catch them with SEN 2 (safe on block mid) or SEN 4 (slow mid that's +4 on block).
Plus frames into stance is the bulk of Reina's offense, you WANT to be doing ff2 into sentai a lot of the time. You always have the option of just not going into sentai if you think they're going to rage art or something too, so it's not like you're forced to commit if you don't want to. If delayed ff2 is something that works for you, it's a great option.
And if I want to stay safe, ff2 is only +1 with pushback on hit.
Crouchdash electric doesn't work most of the time because they SS duck, SS block, or SS into a button.
I played a bit of kazuya, and had an easier time with B4, DF2, ws1+2, ws1,2 ws2, and ws3 as homing options.
