There is, just follow that optimization guide. This guy explained everything really well so just follow that guide along with the video, and toggle what you need. It's not a hack or modding, you are just changing and adding values to the Unreal Engine's ini to reflect these changes in-game.
I'm not tech-savy at all, and I loate phone apps, and even I, was able to follow his guide and I saw the results instantly.
I had 45 FPS in the character screen before, and after following that guide, only in the character screen I get like 55-57 FPS, and after the screen changes and the CS for the round starts, everything goes up to a solid 60 FPS.
