Yes, you get the full base roster. So everything is correct.
You get 32 characters with the base game. Far more than in any other fighting game. SF6 for example had only 18 characters in base roster and you pay for the rest.

Yeah I have to agree with that right there. I have abandoned Mortal Kombat 1, the amount of money they are charging for palette swaps is insane, let alone for actual Kombat Packs for extra characters.

Tekken 8 is significantly more reasonable in it's prices.

SF6 is even worse. They charge 5$ each month for a battlepass, charge 6$ per one character outfit, charge up to 20$ for one avatar outfit and they even charge for alternate colors of base outfits.

All of that in a paid lackluster game with 18 characters.

Won't get better you will pay around ~150€ until you have all characters (the whole game). I just recommend to not support such prices and get it from somewhere else where it only costs 40-70€ depending on the version.
