I already have a 170hz monitor.
I got the capable hardware but I guess it's the typicall japanese quirkiness when it comes to PC.

Imagine what a ♥♥♥♥♥♥♥♥ fighting games would be if some people where running the game at 60fps and others at 120fps.
OP is just exposing their misunderstanding about games, Fighting games are not like any other genre online. You need to be seeing the exact same thing happening on your screen as your opponent who could be on another continent entirely. Its purely a matter of synchronicity.
Fighting games already have issues when matched with opponents who cant maintain 60fps imagine how it would be if it didn't have this relatively easy to achieve benchmark
Also 60fps minimum, you don't really need more. more is just nice...
Its frames of ANIMATION not frames displayed on your screen at any given time. FPS can vary but the animation will stay the same so they measure in the frames of animation the move or action takes to play out. Rather one frame of animation is displayed at 60fps or 600 it doesn't matter really. if the animation takes .25 seconds to play thats how long it will always take no matter what fps you run it at. It'll just look smoother at the higher frame rate but take the same amount of time to play out.
