It's not that the new game shouldn't take effort to make, but since these characters take no effort to make, they don't "waste slots" for new characters that would. There is no work being put into these characters that would otherwise be put into the new ones.

Jin has consistently been one of the best Tournament viable picks in Tournies since a long time.
Same with Devil Jin.
Looks like that is true in T8 again.
Wouldn't want two tourny viable chars combned into one.
That would make a very OP crazy char.
Jin was changed as a character in Tekken 4, he got a new play style to suit his new story. But people liked the way the old Jin played so they created Devil Jin which plays way closer to the older jin people liked.
Making him a costume or adding his moveset to normal Jin would literally defeat the purpose of why he exists in the first place. He solely exists as play-style and nothing more.
