Yes probably through character customizations. Also there will be mods as well which will add a plethora of even more bikini/swimsuit options.

I am sure that was also done via character customization as it was on the 4th costume slot for Azucena, like in Tekken 7.

It might not be in T8 but if it doesn't I think it's safe to assume it's gonna be sold as DLC lol. The reason I don't think it's gonna be in T8 is because Azucena has bikini as preset and I think that if it was a "generic" option for customization it wouldn't be there but it could be the case of Bamco wanting to promote the game when the beta came out considering that most video game players are turned off by pc culture in general.
