Its just so jarring coming off of SMT5, where I had the option to use essences to totally overhaul demons skills after creation, and literally never even needed to cus I had so many inheritance options that they came out with 8 slots full of useful stuff right from go.
It feels like this game tries to be more approachable than alot of other megatens with simplified systems, but in doing so gutted the skill system so much that you can't properly use it. I assume the massive list of "cannot inherit" skills demons have, something that just didnt exist at all in most megaten games, is intended to narrow a specific demons scope to make them easier to utilize, which is fine on paper, except that default movesets for demons in megaten games are terrible and literally always need to be customized to work, whereas SH2 bassically goes "oh yeah you can like, give it zio, poisoma, and a random smattering of stat buff and debuff spells, and thats it."
The answer to your problem is unlocking better Special Fusions, since the high level Demons are available for recruit in the last part of the game.
