DLCs from premium not showing in game.

Cant use any of the dlc costumes despite owning the premium edition.

I have the same problem, I have only got the Mary Maid costume, and not anything else, even though I bought the premium version...

Found a solution.

You need to go Library > Properties > DLC, then toggle off all DLC, then toggle on all DLC. Start game. You should get a notice that new DLC is added. Go to safehouse, you can use all costumes now.

I did this and I still only have the maid outfit and Shujin uniforms. Are the DLC costumes all supposed to be unlocked at once, or are different ones unlocked at different points in the game?

It doesnt work, only Shujin DLC, the maid one and the items works for me.
Maybe you need to be far enough into the story or something (or its just bugged) ?

I'm not getting the costume DLC as well, even though it's enabled in the game Properties.

I'm guessing something is bugged with the Costume Pack and/or the Pre-order Bonus. The game sees the Pre-Order P5 costume, but instead of giving me the Phantom Thieves outfits, it only gave me Shujin Uniforms, which should be a part of the paid DLC.

Enabling/disabling the DLC doesn't work.

All the other DLC seem to work fine.

So at the moment, after getting all the party members, I only have access to Shujin Uniforms and the Maid outfit, even though I should have all the DLC from the Premium Edition.

But as I've said, I have access to Shujin Uniforms, but not the Phantom Thieves outfits or any other DLC costumes.

Im waiting someone try to launch game from the DLC Store Page. Maybe thats the step missing to fix this issue.

I bought the game outside of steam. Activated as Soul Hackers 2 - Digital Premium Edition - Pre Purchase - [Digital] (EU)

I only have 8 DLC listed. Now that I think about it, I have no Pre-Order cosume or any other costume on my list other than the Maid and P5 Costume, even though the whole Costume Pack is there.

In other words, the DLC is bugged, probably for people who bought the game outside of Steam.

I launched the game from the Costume & BGM Pack store page and nothing changed. The Persona 5 Costume Set is preorder only and doesn't have a store page.

I tried launching the game from the DLC page and even after following your tutorial, the DLC still hasn't shown up.
