Soviet armies wont refit
So Im having trouble refitting my troops and Im wondering if there's something I can do for that.

Currently, my opponent is at Kiev. It seems like reinforcement is taking so much longer to arrive in this title, compared to the fist one, that I didnt get reinforcement in time. And some of these are in BAKU so itl take a while before they get to the frontline.

Im having around more than 20 divisions in refitting, with their HQ close-by, and with priority level 4 ressuplying and it just doesnt seem like much is happening. When looking into the ressuplying tab, I see they're in the minuses "replacements: -439 [freight]".

Right now I have multiple of these doom stacks on all frontlines and the situation is desperate.

Is there something Im not doing correctly in terms of refitting ?

- the supply is not sufficient for everything I want to do.

Look at the supply screen (is it on the long turn summary?) - it says how much supply and how much reinforcement you need.
Especially in winter, your units suffer massive attrition.

You could put hq or rail units onto depots - they raise the allocation when idle for a turn on a depot. (at a cost elsewhere)

If you have the kit, and pool manpower is going up, you may be better having reserve units refit and using the supply on the front line for ammo and food, just rotating units when they atritt.

Any units next to enemy suffer more attrition, so try having a minimum of units actually facing the enemy, the rest a hex back.

Also of course check you don't have damaged depots.

If units are at baku, may be better to send to reserve then bring them out closer to the front line.
Try to identify - do you have the men and equipment? Is it the rail lines causing the problem?

- also check pool vehicles. refitting units away from depot may use a lot of vehicles, if you use too many (and damage them) in winter and run out, then that will reduce supply later on.
