Report a translation problem
-Player 1 starts the Main Game
-Player 1 copies the Key that is displayed when starting the game and sends it to Player 2
-Player 2 goes to SteamLibrary and says "Add A Game"-> "Activate a Product on Steam..."
-Player 2 can now download the Friend Pass Edition and has it in their Library
-Player 2 start Friend Pass Edition
-Player 1 start Friend Pass Edition
-Player 1 go to into the Ingame Menu -> "Don't Play Alone" is not locked -> invite Player 2
-Player 2 accept the invite via Steam Overlay
Both should be good to go in the lobby.

"Activate" only on player 2.
But Yes, Player one also needs to Start this version, so also has to download it (files can be shared if it is downloaded into the same folder).
Friend does not need to own the full game, but when the friend enters your steam Code into his library, he will have to download the friend pass version.
You will also have to download that version, yours should have more things to select in the main menu, then your friend.
There could also be a problem, since you own two games of the series, someone else had a problem with that, not sure.

We did this, but it still says my friend needs to own the full game.
When did you purchase the game, and do you also own a different game of the publisher?
i did exactly that and still says need to buy the full game. i did download both games, should i uninstall the main one and keep the friends pass?

It is worth a shot to uninstall the main game, but it should not be the actual problem. For us it also took several tries, because I had downloaded the normal Friends pass first, and had to remove it again, and activate it with the Key of my Friend, before installing it.
One thing you could try, is removing the freinds pass for both players, then Add it to Player one's library with their own key. When player one starts, the "Dont Play Alone" should not be locked. If that worked, then add it to player two library with the same key.
But if too many people still have this problem, even after following all the steps, then the Devs might have discontinued the Friends Pass and it is no longer available :(
