Elite Skills?

Maybe I missed something, but I can't figure out how to learn the elite skills.
There does not seem to be anyone in the tutorial area who can tell me how to learn them either.

Can anyone enlighten me how to do it?
Do I need a certain level or story progress?

At around level 25 you should receive a quest to go to the Orgue Family Mansion in Prontemple.

I got it shortly after defeating Drake
