Yeah.
I built on top of a hill too. Dug a tunnel from my base in the middle of the map, up inside the hill and got 2 floors built and.... oops..... that's all folks.
While I know it sucks there has to be a ceiling somewhere and since you can go down at least as far as you can go up from ground level there's still a lot of room. I would suggest you start digging down into the hill if you want room. If it's the look you are going for then strip a few layers off the top of the hill. But you can have what? 20 floor structures so starting at level 17 and being unhappy because it peaks in 3 levels.... it's a surprise and worth mentioning but....
all good tho, started a new run, with some lessons learned
