Have ran into this problem twice now.

I have cleared off an area to build something just to find out that there is something left over that interferes with being able to actually build there. I do not remember what caused the first incident because it did not matter that much but now I was working on "The Masterpiece" and when I deleted the bakery and the windmill there was a small dot that looked like it had been something to do with the bread from the bakery sitting in the way.
I know it did not belong there because I brought up a new version of the same expedition and deleted both and they both deleted with nothing left in the way. The item left in the way meant that I could not complete the expedition with the large monument because there is only one place you can build it.

I will say I have my suspensions I think it might have something to do with the bakery. I am wondering if I deleted it while the one of the bakers was making up the dough and that was what was left behind. It was too small for a loaf of bread.

This has also happened to me. Recycling bakery while worker is mid-baking will leave a wad of dough that blocks 4 tiles (in this case). Cannot interact or recycle it
