Second, anything that can be picked can also be popped open if you have a crowbar.
Third, are you using a controller for your picking or KB+M. Because the former gives you haptic feedback (if your controller supports that, obviously) and makes successful picking a LOT easier, because you feel the minute twitches and shakes that tell you you're doing it wrong.
I mean, picking a lock is quiet... whereas using a crowbar is hella loud and will attract attention. So lockpicks are good for staying stealthy.
Personally when I use the lockpick, I initially just quickly tap the "use" button to see if the lock pivots or not. Then once you find the spot where it moves, you can hold the 'use' button a bit longer... but obviously you still need to be careful.
