Report a translation problem
From experience, the times I have gotten it was from lockers. Also, no idea if this is just a coincidence but, the starting zones seem to have them more often.
If you are doing a loot run in an area, make sure to empty out all the lockers you come across so that they repopulate as soon as the timer is up.
Note that the reason I suggested those particular places to look is because that, while the loot is (AFAIK) complete random and anything has a chance to appear anywhere, locations or containers with a theme--such as hardware store or military supplies--are always going to have loot that fits that theme.
So the hardware store will always have stuff like nails, tools, parts, and so on. You won't find guns or ammo or coffee beans in there.
And in relation to the suggestion by Gar, of emptying everything to get containers respawning, that'll leave you hauling a pile of stuff you probably have no use for or can't really haul around for the time it takes to get it back home. And if you just dump it on the ground, it'll never despawn either.
So use the trash can trick to get rid of the clutter. You'll need a hammer and two sheet metal. Equip the hammer, go to the build menu, last tab, select trash can and build it. Dump your unwanted loot inside, deconstruct the trash can to get your sheet metal back and immediately destroy the contents.
