Struggling to find Keycard and Alternator for military base bunker generator

A friend and I have been playing and trying to get a keycard to no success. I've seen mention theres a quest to get it, does anyone know where the location of the quest giver is?

We are also trying to get all the parts for the Army base bunker generator, but cannot seem to find the Alternator required for it, can anyone provide any guidance on that also?

With the hotfix that was pushed out we added a higher chance for keycards to drop in airdrops.

For the alternator, your best chance is storage lockers and garages
