Can someone explain how to siphon gas?

I have a funnel which says it might be handy to siphon gas and a gas cannister.

When I stand near the gas tank and select siphon, character bends down and isn't movable for a bit as though he's actually doing something. However, the gas level in the vehicle is always the same after.

you need a tube and empty gas can.

for whatever reason the game doesnt have a fill bar to freely take/remove a X amount. instead the game is like fuel yes or empty yes with no in between. so unless your gas can is empty you cannot fill it. and you can only use the full amount of fuel stored in the gas can per use.

What do you mean tube? What's the funnel for? It actually has a note about being used for siphoning gas.

there is a hose/tube item you find. keep the tube and "empty" fuel can in your backpack. then you press F beside a vehicle to siphon.

the funnel itself it used for crafting far as my mp group has found.

Yep, to piggy back off of Velxra, make sure you have an EMPTY fuel can (Light Green/Tan looking is empty and Dark Green has fuel in it). Any percentage fuel can you cannot top off. It either has fuel, or doesn't. Pretty silly that the tool tip says to use a hose and a funnel when all you need is a hose, but perhaps it's different for other professions since I do roll as a Junior Bio-diesel Researcher.

Fuel thing is a bit strange to get used to. :)

Need funnel, hose and empty can. If it does not work, it is because the vehicle's fuel level is too low to refill an entire can.
