Does this purchase support cross buy for the quest?

No!
I'm not aware of a single game that offers crossbuy on Oculus/Steam games. How is that supposed to work? You would have to send a screenshot to the developer with your email address in your Oculus and Steam profile to prove that you are the same user. A bit much effort for the developer...

You can buy the Oculus Rift version on the Oculus Rift store or the Quest version on App Lab. There is currently no cross-buy (but maybe if Tea For God is added officially to Quest store it will be cross-buy),

Seems crossed by is not implemented yet fully for this title but got lucky and got me a code to download the game on the PC through official sources as long as I buy it on the quest store
