Are Ultimate attacks bugged?

After playing for a few hours in the game, I have not once been able to fill my ultimate bar. It's also lame how your Ult bar goes back down to zero after increasing its level. Maybe I just don't understand how to fill my Ult gauge? How exactly does it work?

Light attacks with your primary weapon. Heavy attacks, spells, and upgraded dash do not charge ultimate.

So how do you charge it then? I guess we answered what DOESN'T charge it.

I think it's bugged, we reduced the buildup but I think some sources don't build it at all anymore by mistake

Yeah so far its only worked with weapon attacks. No spells build ult meter at all.

Heavy builds Ult charge. But there is a bug or two. As Staff Monk i was taking forever to charge my ult. Not so much an issue with other characters/weapons i have played so far. (could be a damage output thing too)

And what do you mean "ult goes back to zero after increasing it's level"? Ult resets every chamber and the only time you would be leveling it up would be after a fight...
