Rook is really good when it comes to spells as well as most weapons, so I not really sure how they fall short? I don't have much experience with Specter but more than likely that one not that bad either.
Overall I think it has to do with playstyle, if you find something to be good or not.
For example, Spectre can literally permastun every boss except Arthur with Most of his weapons + Guardian Spirit (SiTS upgrade not strictly necessary but does make it easier to pull off), only reason Monk can't quite do the same is because her weapons can't build up Stagger/Frostbite fast enough (while Crystal Turrets with Rapid Fire most certainly can). Spectre also does disgusting damage with any of his weapons with Oberon's blessings (having the right SiTS upgrade just makes things die faster)
Also can't rule out one blessing that can make any character OP: Bone Collector (Gogmagog+Badb Duo Blessing) can ad up to +100% damage to ALL attacks and its easy to max out the bonus if you get in in the First Zone or early in the Second Zone. Sure Assassin' Dagger becomes even more busted when you stack this with Veteran's Blade but Bone Collector applies to all damage sources and can be used by any character.

your math is off, not theirs. you have a base chance to get uncommons, lets say its 10% for easy math. getting one of the upgrades that increases this by 25% does not add up to 35%, it increases your base value multiplicative. 10 * 1.25 = 12.5 => your new chance for uncommons is 12.5% not 35%.
