If I had to guess, it has something to do with resolution. When I play the game in windowed it's fine. Going back to full screen stutters.

Here's some things I personally know can cause stutters, based on spending months analyzing them to try to fix them after the game was released.
More recently, I also started having stutters from Nvidia's software; this never happened before, so it may be caused by a newer driver. If you have a Nvidia card, try going to Windows' Service menu and Stopping the Nvidia LocalSystem Container service and see if it helps.
You can also try to increase the game's CPU priority in Task Manager. It seems that the game really doesn't like having CPU power taken away from it, and changing this can lower that happening to some degree.
I'll also mention that I always play the game in borderless windowed. Even aside from any performance issues, I get noticeably more input lag in proper fullscreen.
okay so after trying setting the cpu priority to above normal, high, and realtime, (changing them before booting into a song and playing for a little bit) the stutters still occur unfortunately :(
You can also try making a new Windows profile. If the game worked fine before, something may now be configured differently to cause issues; this should use the default settings.
It could also be that your computer is constantly disconnecting and reconnecting to wireless devices that are barely in range. When the game first released, the worst of my stutters apparently came my wireless printer across the houses constantly disconnecting. Uninstalling it from my system entirely helped drastically; this game seriously HATES device changes. Try keeping Windows Device Manager open on the side while you play. The list goes blank for a moment whenever a device is added or removed, so if that happens at the same time as the game stutters, that's your problem.
every lag related issue in this game is beacuse of the god awful frame limiter.
