Most of the time they themselves don't know the price yet.

why not.. developers dont set price on their games?

They usually set the steam page early on, when they have not yet agreed on the price with publisher, or they haven't decided on the price yet, etc. SO the person setting up the steam page doesn't know the price. So they set the price when the game is either ready to release, or ready for preorder. To be honest setting the price much earlier on doesn't make much sense and it avoids problem like if the developments takes longer and they decide to raise the price and so on.

But quessing that this game is japanese I would expect price to be somewhere in 40-60 range.

Steam sets the price. I remember seeing another thread where the dev said it was Steam who set the price.

That is not true. Steam does not set the price. Game Publishers set the price themselves.

Publishers set the price, release time, pick what promotions to join, how much to discount and when. Valve does not set prices for games they do not publish themselves.

The only thing Valve controls is the split of the profits. That is not negotiable.

No, it really does not. You as a Dev/Publisher set the price. You can even make you game free if you wan't. Steam only takes a cut from each sale you make.

There's an article in Games Biz where the developers of Gone Home directly state they priced the game higher than they would have otherwise knowing that Steam sales meant most people who bought it won't ever pay full price.
