I received Three Wonders as part of the "early purchase" bonus on Capcom Fighting Collection. Installed 2nd Stadium, launch the game and only SonSon is available to play. Selecting Three Wonders gives me the "Steam Store" prompt.
I exit the game, check the DLC options. Three Wonders DLC displays as "installed" with the familiar check mark next to it. I re-run the game, same issue. Try unchecking/rechecking the Three Wonders DLC, relaunch the game, same issue. When I exit out of the game the second time, Steam begins downloading the Three Wonders DLC. I wait a second or two for it to complete, relaunch the game and Three Wonders is available to play.
I think there's some sort of disconnect between the game itself, the DLC that Steam thinks is installed and what the game thinks is installed. From what I can tell, toggling the DLC options should eventually trigger the additional game download(s) and eventually sync everything up.
Hopefully this is an identifiable bug that can be addressed in a future update.
