If an action does not talk about dealing corruption, it is not affected. Only something that deals corruption is a corrupt action, pretty straight forward.
That's not quite accurate either. Meteor Storm, for example, deals corruption, but is not a Corrupt Action.
It is literally only the most basic 'Deal X corruption (to target/to self/to all)' that are counted as Corrupt actions.
Can't say anything about, Astrea is not character that get Convert by default? :D
Austra doesn't get convert, no, but there is an enemy that gets Meteor Storm as well. I think there might be a boss, too.
Corrupt and Purify are specific actions, not general terms.
If manipulate/convert worked on a wider array of actions, you wouldn't need to read most bosses mechanics -- just keep converting everything to purification and you're good.
