For the purpose of the 'build pier' task - you can build the thing anywhere near Yara - even on land. Or use the river to the east of him.
The game at times...
There's a task to put three workstations upstation in a room with a stone floor and any walls...
If you put them in three separate workshops (still meeting the criteria), it doesn't recognise any.
If you put them in one workshop but it's too big, it doesn't (or may not) recognise them.
You can't use then on their own without the required matching workstation, but cram them together in a box room and it's "Job well done, here's $150"
A lot of this game is about meeting precise conditions, but they don't have to make sense.
Yeah I’ve found particularly with rooms requiring stairs it can be quite .. janky and you have to finagle quite a lot to get it to tick off.
