It's a speed boost when away from planets and stars and such, so that long manual travel doesn't take as long.

There are also a few areas that interfere with the void effect without a planet being near, but most of the time it's planets and such.

Edit:
Scanning the planets in a system also slightly reduces the interference from those planets while in-system, so you can travel a little faster in fully explored systems as well.

I've now went three squares away from first station with manual flight. Waiting to see if i can find celestial objects this way ^^

In nebulas where your sensor range is limited, monitoring the void effect can actually be a way to find planets, because you'll see it dropping as you get closer to a gravity well.
