So if you've reached the point in the game where the Talonian is asking you for things, you're extremely close.
The "CXTA Stalkers" Stalkers, "Void" Stalkers, and "Collapsar" Stalkers are not the ones you want (their binary hail isn't random).

If you've explored through the space near the Collapsar (where you got the Strangelets) then you may have picked up two clues: Some binary identifiers, and a wall etching which looks like a map

(REAL) spoiler: the New Reliquary is at index 28 of those listed locations ; the Watch Tower anomaly will take you there, and is the one star on that etched map which you may not have found yet.
Well, that explains it. I already checked out that location the moment I found it much earlier in the storyline, but it was empty. I don't know if it's an oversight or poor design that the game only wants you to visit it after the end of the storyline -- but seems to give no indication of this fact. Unless I'm failing to read between the lines somewhere.
