Report a translation problem
The Starlance was aimed at something you've encountered before; you should go down there and see what's changed.
UPDATE: I've completed 32 of 33 missions. The only one open is The Starlance, and there are no clues how to unlock it. There are no unexplored stars or planets visible on the map.

I've completed 30 missions, and explored 71 (?) systems, but still can't find a way to interact with the starlance or find a solution to the Imperial Flora quest.
I think the Imperial Flora solution is a random anomaly, but I've run out of unexplored planets. I've tried patrolling the systems where the emissary travels, hoping the emissary will spawn and open the way to an unexplored system, but so far no luck.
The only things still left that I can do are:
1. Sell the scepter to the Legion Ermyr (unless this has changed, it just gets you copper?)
2. Destroy more Devout ships in hopes of getting data that will unlock the Sunken City anomaly.
Imperial Flora = Yeah, it like the coffee beans and the particle fountain are not guaranteed to be in a run. Frustrating but yeah.
What is the Sunken City anomaly?
The planet has numerous Fallen Empire arcologies across its surface. From the lander's approach, it is clear that many of them are actively being searched, presumably by the Devout.
The lander makes several high-altitude passes to avoid detection by the Devout ground teams, but without precise landing coordinates, an exhaustive search of the structures would be impractical.
The problem is, I can't find "precise landing coordinates". Since it is being searched by the Devout, I thought maybe a Devout Databank would work, but I already have 4 and they don't seem to be dropping anymore.
No. that's not it.
- The Nimion base ship in the debris field mentions a mysterious chest.
- Then the Listening Post tells you where the chest is buried
- The burred chest itself contains "an artifact of a familiar brassy color"
That is not the key to the Starlance.
Sorry, I just encountered this on a new playthrough and I was totally wrong about the Devout Mission being the end of that quest. You DO have to find the malfunctioning relay, because the final planet will be near that.
If you read the full transcript from the relay, it mentions two things: The location of the Devout Cradle, and the location of the Frozen Brass Pillar. The first is the key to the Starlance. The other is optional content for now.
