At the same time, we have more users using win7 over win11 today. win 10 is somewhere in the middle.
Windows 7 left official support almost 3 years ago (it will be three years next month). It's unreasonable in the extreme to expect a developer to support it, and all the time he wastes getting the program to work on an OS that was deprecated three years ago is time he's not spending working on the game. Upgrade your PC.
And yeah, its an older operating system, but I don't trust windows 10. And I certainly don't trust Windows 11, and honestly if I choose to run this operating system, isn't it really rude to say something like 'Upgrade your PC', maybe you should mind your own business.
Nothing personal but as an IT Professional when someone says they "Don't trust" an OS and choose to use deprecated software, There literally can be no logical reason, Win 7 has just as much phone home and metadata harvesting as any other version, but the main downside is security patching and CVE vulnerability, there's a good chance your computer already has some malicious code running on it.
if you truly "Don't trust" OS's you'd be using Linux
A quick glance at the Steam HW Survey shows <2% of users are on Windows 7 while Windows 11 has a 28% share of the user base and Windows 10 has 65%.
Either way, the OP is providing a potential solution to that <2% of potential users who may be having trouble with the game.
Something in that file is preventing the game from working on win7, yet that file doesn't seem to be required to run the game. Has anyone else who has done this noticed anything missing or anything else not working correctly? Guess I'll find out eventually.

Relatedly, Steam has announced that the Steam client will not run on Win 7/8 after the end of 2023.
