Try first right clicking the game on steam Properties... > Installed files > Verify integrity of game files.
Verify game files completed and no improvement
If you do not flip the Y axis the flashlight works as expected, pointing up when you look up, and down when you look down.
I do not have access to an Inter Arc Graphics card, but I suspect is that. I'll ask the publisher if they have access to one. What specific model are you using?

This is specifically an integrated Intel Arc graphics card with an Intel® Core™ Ultra 7 Processor (155H), there is no model as such. As I wrote earlier, - MSI Claw A1M-064PL portable console
Alan Wake 2 and Silent Hill 2 Remake run quite well here, and are also on the EU engine. I believe this is a temporary bug, to be fixed, because the game looks interesting.😇

Yes. If your graphics card supports rt, lumen should use the hardware setting instead of the software one.
Hmm that is weird, unless you are trying to run the game at 4K native resolution that hardware configuration should be able to run the game at 60fps.
