It depends on what you want. Most servers will typically use the widely popular MetaMod and SourceMod as well as additional plugins that hook onto SourceMod.

The most widely used commands by vanilla servers are these:

• changelevel
  
• banid
  
• give
  
• infected_chance
  
• kick
  
• maxplayers
  
• mp_friendlyfire
  
• mp_timelimit
  
• rcon
  
• rcon_password
  
• status
  
• sv_cheats
  
• sv_gravity

  Please note that in the list provided above, many of the commands will not work in ZPS.
  
  I highly recommend installing the latest MM and SM plugins on your server.

  As for SourceMod commands, without extra plugins, your basic commands will be:
  
  • sm_admin
    
  • sm_kick "user" "reason"
    
  • sm_ban "user" "duration" "reason"
    
  • sm_slay "user"
    
    Or you could just use the admin menu for an easier time using the commands.
