Help with Assignment [Week 47]

I have an Assignment expiring in week 47 that asks for 80 in military, scouting, and supplies. plus a Fruit Wine. Even tho I have at 200 in everything and the Wine, I can't start for some reason. The reward is War Effort and Faction Approval.
Anyone can help me with this? Thanks. (I'm doing Darryl's route).

Is this the week where you had tea with Darryl? I believe you can't do anything other than Magic on that week.
