Final Quest
Just looking for one more quest to complete the game, here is my current list of completed quests

Yap, I had this bug too. One quest never shows up until it's completed - Poltergasm. Equip the cat costume and go see the bathroom ghost: )

To be fair, the Shady Alley catgirl's quest also doesn't show up until you find her

You just stumble upon that cat girl, which explains the absence of the quest. The pervy ghost does tell you of his cat-girl obsession whenever you talk to him, which should've totally been a quest marker.
