Fairy Costume Quest?

Im probably just missing something obvious, but how and where do I initiate the quest the fairy costume's for?

Do you remember the big fairy, the boss fight? Go back to her and talk to her, she will give you the costume.

You need a costume to talk to her.

After defeating the Goblin Queen, go back to the giant fairy in Witchy Woods, Fairy Fountain, she will give you the fairy costume.

You put this on and then you can talk to the fairy.
