Report a translation problem
My problem was my computer was trying to use a NIVIDIA Graphics Card and I don't have one.
1. Go Where you installed it, most likely here: C:\Program Files (x86)\Steam\steamapps\common\Command and Conquer Red Alert 3
2. Left Click on RA3 then right click on it.
3. Then Hover over the words "Run with Graphics Processor" a side bar will open and you should click on "Change Default Graphics Processor"
4. click on the Global Settings tab.
5. Change the preferred Graphics Processor to Integrated Graphics and apply.
6. Try it!
7. If it works yay, if not go to 8
8. Right click on the same RA3 file, go to properties.
9. Open the Compatibility tab, and change the Compatibility Mode to run Win XP (SP3)
10. And make it run as Admin just in case.
11. Try again, if it works, then hell yeah, if not I'm sorry.
Maybe you can modify my instructions accordingly if you're using win8 or something else and it'll hopefully work.
Note: the online functions still work.

Your best bet is to ask them (owners of C&C3) if the specs for your computer are enough to run it then take steps from there.
thats wat i did and it worked
- go to \Steam\SteamApps\common\Command and Conquer Red Alert 3
- right click on RA3 application and click 'Troubleshoot Compatibility'
- click through and save settings
- right click RA3 application and click 'Run as administrator'
