Your GPU the 675M is a rebranded 580M which was and still is a very powerful Graphics Card.
Make sure your DirectX drivers are up to date, (run this: http://www.microsoft.com/en-au/download/details.aspx?id=35 ) and update your graphics drivers ( http://www.geforce.com/drivers/results/63462 ).
My old laptop had a Nvidia 310m (Horrible) and ran RA3 horribly, but if you right click on the desktop shortcut, go to Run with graphics processor and select High-performance NVIDIA processor performance might increase.
FYI. My computer now has a 7750 (lowest end AMD GPU) and runs RA3 fine on maxed out settings with a smooth framerate.

then the windows explorer will open and you should be in the directory containing the .exe
there now you can right click it and set the compatibility options
Edit: since I neither own the game nor have a machine running win8 at my disposal (and have my steam not set to english, but to my native language) there might be differences in naming of the options, or the .exe might be in a subfolder (usualy "bin"), there someone with the game and win8 would need to guide you if you cant find it with the above
