my specs:
windows 7
8 gb ram
amd radeon hd 6570 1 gb vram
resolution 1680x1050
proccessor i3 2120 dual core 3.3 ghz
proccesor im getting tommorow: i5 3470 quad core 3,2 ghz (turbo: 3,6 ghz)

not really... i still have lag when i max everything out+ set it on 1680x1050 resolution

Same for me (I have RA3 Uprising). I have an i5, GTX 750Ti, 8 GB of RAM on 64-bit Windows 7 and I even tried running it below max and it still runs badly. EA.

Edit: Just tried it on the lowest possible settings at my native resolution (1080p). Still got visual tearing and the map scroll feels like it runs below 30 fps.
on what engine is red alert 3 on?

@Viscero try setting the scroll speed to max, I also get that 5fps feel sometimes.

works great, im running C&C3 TW&KW on win7 profesional 32bit Laptop
for me tiberium wars doesnt work great with mods... always out of memory when i have 8 gb ram....

That's not normal with your rig you know, you should be able to max it out completely without a problem. I'm maxing it out on a performance-similar laptop. I know you said you tried different settings (even the lowest), but I don't know... try maxing everything out on the 1080 resolution but set AA to just 2x and turn off VSync, see if it's smooth. 'Tleast that's the way I roll.
Also, I don't know if this general advice applies to desktops, but whatever, maybe it does - make sure you're running it on your Nvidia GPU instead of the integrated Intel one (it should be somewhere around your C&C Red Alert 3 application settings in the Nvidia Control panel)

All I can say is that I ran this game at a constant max FPS with I believe the max settings at, back then probably 900p. I had an FX4100. (PC, not a laptop)

oh i now play at 1680 x 1050 with a amd radeon hd 6570 and i still get bad fps

I have a good quad-core CPU ('though that is incredibly vague, btw) aaaand I get a constant 30fps with everything maxed. Actually, even when I had an FX-4100, I believe I still had 30fps. I suppose I could test this by forcing my CPU (i5 4690K) to run with only 1,2, or 3 cores and see the performance, but honestly can't be bothered. xD Perhaps someone else would be willing to test that.

red alert 3 is one of those games they fps cap.... so 30 fps is the max
good job!
