If not, remove the game completely, make sure ..\Documents\Red Alert 3\ is also cleaned up (there are your profile, mods and replays), do the same for ..\AppData\Roaming\Red Alert 3 under your profile. Then install again.

Thx for your replay, I followed your instructions and deleted everything, but Skirmish mode still doesn't work. I've wasted a lot of time trying everything, except for rolling back, which seems like too much effort. I couldn't play this game online before, and now Skirmish mode isn't working either. It's very frustrating.

All seems to indicate you have had, or always have a mod, either way, check mhbigboss solution, it helped few folks. Easy operation, by simply removing skirmish.ini (I would suggest to simply rename the file, such as skirmish.bak)
Next answer from DarkKnightofOne is explaining how to recreate a profile, and I know, you have tried it, I saw your post, this is also quite basic, but see if you have done it the same way.
From these 2 answers, I might suggest you create a new profile again, then renaming the skirmish.ini file from it.
For the fact you already created a new profile, chances this might work are slim, but still worth a try.
No rush Shakalaka, these bugs are annoying and yes, infuriating. When you will feel more disposed, might give a try to the roolback to a previous version with SteamDB.
Thank you for your reply. Unfortunately, the suggested solution did not work. I tried deleting the 'skirmish.ini' file and everything, even though I knew it wasn't related to the error. This file simply saves settings for the skirmish mode, such as which map you want to use and against which opponent.
I've now uninstalled the game for the third time, but I'm still experiencing the same problem.
the ironic part is that i googled about the error and I've read comments from as far back as 2009 where people were complaining about the same issue. What's interesting is that I remember playing the game back then without any problems on Windows Millennium.
