this is whats on steamdb. and yes it seems they added world builder. it seems they modified exe too. maybe they removed the server check at start? didn't try it. it is always blocked on my firewall.

https://github.com/MetaIdea/SageMetaTool, unfortunately it is paywalled behind Patreon, and it works, but this update broke it I think. I think the mod creator is working on fixing it. It still works on my C&C 3 because it launches without updating somehow, but Red Alert 3 updated and now the mod doesn't work.
