I think they might mean superweapons. I know of a mod called Shock Therapy (used it in the past) which allowed for super weapons to be disabled (Since AI would always rush to build and use them, which I also disliked, since it always had me rushing to cripple the AI).
There's another mod called "remix", which completely changes a lot of units, removes the superweapons, but instead puts them within the top secret protocols (as well as all protocols being changed completely as well).
I'd say OP should give Remix a shot, since that mod also reworks existing units (like the Japanese Giga Fortress), and so far it's been great for upping RA3's craziness, though if you want vanilla gameplay with quality of life changes and the ability to disable super weapons, then I'd go with Shock Therapy.
